Robot-Dog Sex Scandal Can’t Derail DHS Career of Deep State Heir
Joseph “Jay” Scallan III, a Department of Homeland Security employee, ignited outrage after sharing a graphic video of a robot dog performing a sex act. His defense?
“It’s not bestiality if it’s not a real dog.”
Instead of discipline, Scallan was rewarded. He received a promotion to a $189,950-a-year post with Top Secret clearance effective June 16, 2025.
Scallan, a DHS insider since the Obama era, works on high-tech robotics. Colleagues say he helped design the very machines featured in the lewd video.
Sources report and videos confirm he regularly sleeps through briefings and naps both at his desk and while working remotely from his home office.
He has previously been terminated from other government posts.
Still, he remains untouched.

DC Deep State Daddy: Family Court Sides with Father, Snubs Science
Scallan’s professional free pass mirrors what’s happening in DC Family Court, where Judge Veronica Sanchez is ignoring evidence that Scallan traumatized his children, Andrew and Elizabeth.
In April, Sanchez cut Scallan’s child support from $3,000/month to $75 and allowed him to terminate the kids’ health insurance, leaving them without treatment for seizures, PTSD, and other trauma.
Dr. S. Gregory Hipskind, a nationally renowned brain injury specialist, submitted SPECT scans showing neurotrauma in both children.
Andrew’s diagnoses include PTSD, psychogenic non-epileptiform seizures (PNES), and amplified pain syndrome—all linked to his father’s abuse.
Scallan once forced Andrew to run intense lacrosse drills despite doctor-ordered restrictions on his injured knees.
“It caused regression, increased pain, and physical distress,” Hipskind wrote.
Yet Sanchez dismissed the evidence, rejected the scans, and blamed the protective mother.
Now, Judge Sanchez wants to put her in jail for following medical advice that personal injury attorneys, trial lawyers, and legal evidentiary experts champion.
Ignored by the DC Family Court and others in the judiciary and the government is the fundamental precept of Western Medicine: DO NO HARM.
The Deep State Family Behind the Cover-Up
Scallan is no ordinary litigant. He’s the son of DC oligarchs Pam and Drew Scallan, long-time members of the exclusive Chevy Chase Club.
Drew Scallan, a prominent real estate developer born in Cincinnati, Ohio, is deeply embedded in elite social and civic circles.
He and his wife, Pam, own high-end homes in Washington, DC, coastal Beaufort, South Carolina, and a luxurious retreat in Canada, near .
In June 2022, Drew joined the Historic Beaufort Foundation’s Board of Trustees, reflecting his “commitment to preserving Southern heritage.” He and Pam, transplanted Midwesterners by way of DC, host high-society fundraisers in Beaufort at their Bay Street residence overlooking the river.
As long-standing members of the exclusive Chevy Chase Country Club, the Scallans leverage both regional and national influence, highlighting their status among Washington’s oligarchic elite.
Brother Marshall Scallan—also a club member—manages the court battle. He attends every hearing and coordinates PR and legal strategy.
His wife, Rachel Archer Ceppos Scallan, reportedly pressures websites and publishers to remove criticism.
Jay Scallan also coaches high school boys’ lacrosse at Gonzaga College High School, a feeder school for DC’s elite. He’s an alum.
His players include the sons of senators, lobbyists, and agency heads.
This tight-knit elite network runs deep.
“They’ll do whatever it takes to protect Jay,” one family acquaintance said. “They’ve got the judge, the lawyers, the guardians—all lined up.”
DC Deep State Daddy: Court Forces “Reunification Therapy” as Kids Beg for Help
Court-ordered “reunification therapy” is forcing the traumatized children back into contact with Scallan, despite their explicit resistance and medical risk.
In a gut-wrenching audio recording played on The Unknown Podcast, one of the Scallan children sobs: “Why won’t the court listen? Why can’t we call someone? Why won’t anyone help us?”
These are not isolated complaints, as journalist and family court expert Michael Volpe explains.
Jill Jones Soderman, director of the Foundation for the Child Victims of the Family Courts (FCVFC.org), said, “This isn’t therapy. This is state-sponsored trauma.”
Dr. Hipskind warned that Andrew’s stress-triggered seizures could result in apnea and death if reunification continues.
“These children are neurologically fragile,” he wrote. “Returning them to the source of their trauma is dangerous.”
Yet Judge Sanchez presses forward.
SPECT Scans: Gold in Civil Court, Ignored in Family Court
SPECT brain scans have become critical demonstrative evidence in personal injury cases. Under Daubert standards, they are admissible in federal court.
Dr. Hipskind has interpreted over 4,000 SPECT scans and boasts a 172–0 record on Daubert challenges. His testimony has appeared in cases ranging from carbon monoxide poisoning to police brutality.
“SPECT scans are like X-rays for the brain,” he said. “They’re objective, demonstrable, and correlate directly to trauma.”
Dr. Daniel Amen handpicked him to co-lead a White House brain initiative under President Trump and HHS Secretary Kennedy.
In family court? His opinion was dismissed as ‘too political.’
“Judge Sanchez looks foolish,” Soderman said. “She’s transparently rejecting science to protect the abuser.”
FCVFC: Fighting Corruption in the Courts
Jill Jones Soderman’s Foundation for the Child Victims of the Family Courts has exposed corruption across jurisdictions. FCVFC doesn’t just advocate as a watchdog—it coordinates care, helps parties retain independent medical and legal experts, and protects children.
In the Scallan case, FCVFC has supported Victoria, the protective mother. Soderman compared reunification therapy to “torture camps” condemned by Congress and the UN.
“When kids beg not to be sent back, that’s not therapy. That’s coercion,” Soderman said.
She calls this a test case.
“Scallan gets a promotion. The kids get brain damage. The judge protects the abuser. Welcome to the Washington, DC, Family Court system,” Soderman said.
