Robot Sex Promotion Scandal: What No One Saw Coming—Except the ‘Deep State’
Joseph A. Scallan III, a longtime Department of Homeland Security (DHS) official and family court litigant, just landed a federal promotion.

This came days after public revelations that he distributed a graphic video of robotic dog sex use—and defended it by saying, “It’s not bestiality if it’s not a real dog.”
Scallan’s Final Job Offer, for a salary of $189,950, came in on June 6, 2025. His appointment is effective June 16 and includes a Top-Secret clearance.

The offer—coming from deep inside the Beltway—has raised serious questions.
“How does DHS promote a man who rationalizes sex with robotic animals?” asked one insider. “Is there any accountability left?”

Even more disturbing is that this same man is in the middle of a custody battle in D.C. Family Court.
Despite years of neglect and emotional cruelty, the Washington, D.C. Family Court has rewarded Joseph A. Scallan III with near-total control of his children’s legal future. This, even after well-documented incidents where Scallan ignored visitation obligations, canceled bonding time with his son, and openly mocked the boy for showing emotion.
One disturbing episode is caught in a court transcript: Scallan canceled a dinner date with his son Andrew, claiming, “No Chipotle is open.” When Andrew broke down crying, desperate to see his father, Scallan responded by telling the child’s therapist, “What a bad example big brother is. He’s a wimp… crying because of a cancelled dinner.” Despite this cruel dismissal, the court never held Scallan accountable.
Incredibly, Scallan also terminated the children’s health insurance coverage, leaving them without access to necessary medical care, including treatment for documented trauma-related symptoms like psychogenic seizures, emotional shutdowns, and incontinence.
The evidence is in hospital records, therapist notes, and expert testimony.
Yet none of this mattered to Judge Veronica Sanchez, appointed to the D.C. Superior Court by former President Joe Biden. She has rejected expert brain trauma evidence in favor of court-appointed narratives.
Guardians ad litem Graham Foster and others from Jones Day LLP—serving on a “pro bono” basis—have taken entrenched Washington elite Scallan’s side at nearly every turn.

Foster, a newly minted law school graduate with minimal courtroom experience, has dismissed expert medical evaluations and relied instead on hearsay and court bureaucracy.
Rather than advocating for the children, the Jones Day GALs appear to be operating under the presumption that reunification with Scallan must occur, no matter the medical evidence, no matter the children’s emotional resistance.
Their actions have effectively handed Scallan carte blanche to reassert control, despite clear signs that continued contact is harming the kids.
The same court is now actively trying to discredit one of the world’s leading medical authorities on brain trauma, because he threatens the family court grift and is linked to the Trump White House.
Robot Sex Promotion Scandal: How D.C. Family Court Denies Real Science
Dr. S. Gregory Hipskind, MD, PhD, is no fringe figure. He is a globally recognized brain imaging expert who has interpreted over 4,000 SPECT scans.

He’s 172-0 in Daubert challenges, where courts test expert reliability. At what he does, he’s better than Tom Brady, Mickey Mantle, and Muhammad Ali combined – the veritable G.O.A.T. of SPECT scan expert medical testimony and evidence.
Dr. Hipskind has been retained in the Scallan matter. He’s confirmed the children suffer from traumatic brain injuries due to emotional abuse and toxic exposure.
“These scans are like X-rays of brain function,” Dr. Hipskind said. “You can’t fake these patterns. Seeing is believing.”
His findings, based on SPECT scans performed at the Amen Clinic, show “markers of chronic abuse and neurological injury.”

Gregory Hipskind to help lead the White House Faith Office Brain Health Initiative—a groundbreaking national project aimed at reshaping how the U.S. government approaches mental health, trauma recovery, and brain science.

This initiative, reestablished under President Trump and proceeding in close coordination with HHS Director Robert F. Kennedy Jr., is part of the Make America Healthy Again initiative.
It was designed to integrate faith-based and community leaders with cutting-edge neuroscience to address America’s growing mental health crisis.
Dr. Amen’s vision is bold: gather the “best brains on brains” to deliver data-driven policy tools to the White House and federal agencies.
One of his first calls was to Dr. Hipskind.
As detailed in Dr. Amen’s March 2025 visit to the White House, leaders like Dr. Hipskind are central to this effort. He was selected not just for his unparalleled expertise in SPECT imaging but also for his demonstrated ability to translate complex neurodiagnostic data into actionable insights for courts, lawmakers, and clinicians.
“Dr. Hipskind is one of the top experts in America on how trauma affects the brain,” said Marla Owens, Outreach Forensic Legal Manager at Amen Clinics. “His record in courtrooms is flawless, and his impact on public policy is equally powerful.”
The goal: to create national brain health standards that can be used in schools, courts, military units, prisons, and child welfare systems.
Dr. Hipskind’s work with abused children—including those now at the center of the Scallan case—was one of the driving factors behind his invitation.

Despite this, the D.C. Family Court, led by Judge Veronica Sanchez, brushed aside these credentials. It’s not just a snub to science—it’s a snub to the very brain health policy vision the White House set in motion.
According to court insiders, she dismissed Dr. Hipskind’s expertise after Jones Day associate Graham Foster claimed Hipskind was “difficult,” code for too connected to the White House.

“Judge Sanchez looks very foolish because Dr. Hipskind’s credentials make him a leading global authority,” Soderman said.

Dr. Hipskind is more than just a top neurologist. He is a decorated military physician, a Daubert-qualified expert, and one of the few doctors trusted by both the private and public sectors to speak on trauma-linked brain injury.

Records show Scallan now pays just $75 per month in child support—slashed from $3,000—and has had his children’s health insurance canceled.
He also refuses to see his children. When his son Andrew cried after a cancelled dinner, Scallan told the boy he was a “wimp.” He then blamed the mother for alienation.

Even worse, court-appointed therapist Michelle Dodge continues “reunification therapy” against the children’s will. Why? Because it’s “what the court expects.”
Jones Day attorney Graham Foster—fresh out of law school—is driving much of the court’s narrative. Foster has ignored medical reports, dismissed SPECT scans, and parroted the court’s party line.
“This is a conveyor belt to abuse,” Soderman warned. “And everyone in power is complicit.”
The Larger Question—Why Is SPECT Science Being Silenced in D.C. Family Court?
SPECT imaging is legally admissible. It has changed outcomes in civil and criminal courts nationwide. It is real medicine—validated, peer-reviewed, and court-tested.
Dr. Daniel Amen’s hand-selected team—including Dr. Hipskind—is helping shape federal policy on brain health. These doctors are the best minds in America, yet D.C. Family Court acts like they don’t exist.
Judge Sanchez refuses to accept science. She listens to political whispers and rookie lawyers. From the Superior Court bench, she perceives the “spectre” of the “Trump White House” and “MAHA” as anathema to what is right under her nose.
The children pay the price.
So what’s really happening here?
“This is corrupt government and family courts in action,” Soderman said. “Scallan gets a promotion. The kids get brain trauma. And the judge and court appointees protect the abuser.”
In a city that claims to fight for equity, justice, and truth, the silence around robot dog sex and child abuse is deafening.
